Introduction
Information Request (IR) RITM0743327 decommissions the Vendor Hold Search web tool effective Aug. 15, 2024. This search tool was created for state agencies and institutions of higher education staff to verify vendor hold status to comply with the state’s warrant hold statutes, Texas Government Code, Sections 403.055, 2107.008 and 2252.903.
Issue
The Vendor Hold Search tool is limited to a search by name and is subject to invalid search results based on the name entered by the user and the name submitted on a hold record. Invalid search results may prevent state payments to a payee who is not on hold or result in state payments being issued to payees who are on hold.
Solution
Decommission the Vendor Hold Search web tool to prevent invalid search results. The Texas Identification Number System (TINS) is the system of record to verify vendor hold status using the payee’s Texas identification number (TIN), and it ensures more accurate search results and compliance with the state’s warrant hold statutes.
Agencies and institutions of higher education must use TINS resources to verify their payees’ hold status:
- Use the online inquiry screen Payee Hold Information (PYHOLD) by entering the payee’s TIN. If PYHOLD displays a hold record for the TIN entered, access the Agency Hold Reason Inquiry (RSNINQ) screen.

(hold reason code) displayed on PYHOLD. - Refer the debtor to the hold agency’s contact information displayed on RSNINQ for questions and payment options.

If your staff does not have security access to TINS to verify vendor holds, please contact your agency’s security coordinator.
If your agency is not set up to receive the daily Debtor Hold Extract File, submit the online Debtor Hold File Extract Request (login required) form.
If you bookmarked the Vendor Hold Search page on your browsers, the page will display a message that it has been decommissioned. The message will display for three months beginning Aug. 15, 2024.
