ACR 60099 – TINS System Change

Introduction
Application Change Request (ACR) 60099 modified the Texas Identification Number System (TINS) to identify the paying state agency or institution of higher education in the direct deposit files for vendor payments effective Dec. 18, 2015.
Issue
The Comptroller’s office transmits direct deposit payments through the Uniform Statewide Accounting System on behalf of each state agency and institution of higher education. The Comptroller’s office had been identified as the payer of all state payments, with the Comptroller’s agency name appearing on payees’ statements from their financial institutions as the paying agency.
Solution
The direct deposit file for vendor payments now includes:
- A 16-character short name of the actual paying agency or institution
- The agency or institution’s federal employer identification number (EIN)
Upcoming ACRs will make similar changes to the direct deposit files for other payment types.
Note: ACR 60026 migrated this change for direct deposit reversal files effective Jan. 8, 2016.
