ACR 30677 — SPRS System Change
Effective Jan. 1, 2012, and Feb. 1, 2012
Introduction
ACR 30677 modified the Standardized Payroll/Personnel Reporting System (SPRS) to create the Tobacco User Premium Differential Deduction effective Jan. 1, 2012, and Roth 401(k)/457 Deductions effective Feb. 1, 2012.
Issue
Senate Bill 1664, 82nd Legislature, Regular Session, mandated that tobacco users pay a premium differential for their health insurance coverage starting Jan. 1, 2012. If an employee or a covered family member uses tobacco, an additional $30, $60 or $90 in additional health insurance premiums will be assessed each month. Employees in 90-day wait or Opt Out will not pay the Tobacco User Premium Differential.
In addition, House Bill 2283, 81st Legislature, Regular Session, provided authority to the Employees Retirement System (ERS) to allow employees the option to participate in a post-tax Roth 401(k) or Roth 457 Plan effective Feb. 1, 2012.
New deduction codes were needed in SPRS to reflect these legislative changes.
Solution
This ACR established three new deduction codes:
- TOB – Tobacco User Premium Differential (effective Jan. 1, 2012)
- R01 – Roth 401(k) (effective Feb. 1, 2012)
- R57 – Roth 457 (effective Feb. 1, 2012)
Screen/Report/Process/Transaction
- The Personnel/Payroll modules were modified.
- Report SPRRERS-01 (Benefit Totals Reported to ERS) was modified.
