CAPPS System Changes - April 2026

The system change information below provides a summary of the new and/or updated functionality that was implemented into the CAPPS Production environment during the indicated month, including the Service Request (SR) number for the change. This information is reviewed monthly during the CAPPS user group meetings.

The current Release Notes format began in April 2023. For additional details about the SRs listed in months prior to April 2023, CAPPS agency support staff can view the SR details via the SR ticketing system.

CAPPS Financials Changes

  • Fix the fatal SQL error encountered during the requisition approval process when comments have more than 4000 characters. (SR-71216)
  • Update the TX_DPS_INB program to process if the custodian name exceeds the 30-character maximum. (SR-71226)
  • Apply custom code to ensure special characters in line descriptions do not duplicate requisition lines. (SR-71230)
  • Update the TX_RM_TERACC program filter to ensure users can only see the list of vouchers from the current agency within the AP WorkCenter. (SR-71232)
  • Create a new role so users will receive the Ledger vs. Journal Integrity Report (Report Name: GLS7010). (SR-71542)
  • Update the query tree to include physical inventory tables. (SR-71643)
  • Fix the Mass Change – Speedchart Key functionality when split distributions are used on existing requisitions. (SR-71770)

CAPPS HR/Payroll Changes

  • Ensure the fiscal year row on the Job page remains accurate by preventing the fiscal year edit from appearing when a user edits or deletes a row entered after the fiscal year row, helping ensure correct reclassification and salary schedule alignment for employees. (SR-64451)
  • Update veteran medical health leave (VMHL) processing to allow TL super users to award VMHL hours at any time for mid-month new hires by ensuring the related edits fire correctly during the employee’s first week of employment, so appropriate balances can be added for all eligible employees. (SR-73512)
  • Update SPRS processing to ensure data remains synchronized by sending the current CAPPS name/address information to SPRS whenever the maximum effective-dated row is deleted from the Name/Address page. (SR-73972)
  • Apply payroll fixes related to requirements of the Budget Reconciliation Act of 2025 and resolve outstanding payroll exceptions to ensure accurate and compliant processing. (SR-74811)
  • Generate a new report for core position control users that includes position create dates, enabling them to access this information for internal use. (SR-75002)
  • Grant the HR Reports permission list access to the Monthly Longevity Report, enabling core HR users with reporting permissions to run the report and review employee longevity information. (SR-75004)
  • Update the TX_EP_AGY_EMPL_EVAL_DOC_STATUS and TX_EP_AGY_EMPL_EVAL_JOB_DESCR queries to ensure each data row is distinct and non-duplicated by adding the HR Status field to both reports. (SR-75177)
  • Align the MSS ePM Report (TXEPDOCSTATS) and the Document Status by Manager query (TX_EP_DOC_STATS_BY_MGR) by standardizing the first 15 column headers and data outputs so the query replicates the manager-facing report and supports agency administrators in resolving questions or data issues. (SR-75885)
  • Update SPECT processing so that special leave negative balance edits trigger based solely on the balance as of the DUR date—without considering future-dated hours—ensuring the appropriate warning message is displayed. (SR-76160)
