CAPPS STARR

The Comptroller’s office signed a contract on June 30 to begin the CAPPS State of Texas Accounting and Reporting Resource (STARR) project, which will modernize the state’s critical financial functionality by replacing the USAS, TINS and SPA legacy systems with a cloud-based solution.

The new CAPPS STARR system will include core USAS/TINS/SPA functions used by the Comptroller’s Fiscal Management staff, and by all state agencies and institutions of higher education. The project begins July 2025, with anticipated launch on Sept. 1, 2027.

Clarisse Roquemore

Clarisse Roquemore’s tenure with state government includes budget and fiscal policy work for Speaker Craddick, the House Corrections Committee, and the Texas Legislative Council, and most recently as the Director of the Fiscal Management Division at the Texas Comptroller of Public Accounts. Clarisse holds dual Bachelor’s degrees in Mathematics and Political Science, and a Masters in Accounting from the University of Texas at Austin. Clarisse is a Certified Public Accountant and Certified Government Financial Manager.

Jay Waldo

Jay Waldo is the CIO of the Texas Comptroller of Public Accounts agency. He has served in Texas state government since 2000, first at the Department of Agriculture and then the Comptroller of Public Accounts. Before working for the state, Jay worked as a software engineer and consultant in private industry. While at the Comptroller’s office, Jay's roles include overseeing business process improvement and more recently, Director of IT. He is a graduate of Augustana College in Sioux Falls, South Dakota.

FAQs

CAPPS (Centralized Accounting and Payroll/Personnel System) STARR (State of Texas Accounting and Reporting Resource) will replace USAS, TINS, and SPA. All three of these systems will become part of CAPPS STARR, a CGI Advantage SaaS solution. The anticipate launch period is fiscal 2027.

This is a joint effort between the Comptroller’s Fiscal Management Division and Information Technology Division.

USAS, TINS, and SPA have been trustworthy and stable accounting software for over 25 years. The technology they were built on is outdated and highly customized. This makes them difficult to maintain and support. The legacy systems have not been able to keep up with the functionality of new technology or industry best practices. We are excited to upgrade to a new solution, which will be more efficient, cost-effective, and modern.

Yes, USAS and TINS will be offline on Sept. 1, 2027. SPA will be offline on March 1, 2028.

Yes, we will provide demonstrations as we build the system. Training will be available once we finalize the system. On our current timeline, it will be available Sept. 1, 2027.

Software as a service (SaaS) is a way of delivering software over the internet, instead of installing and maintaining software on your computer. Authorized users access it online through a subscription with a cloud service provider, making it easy to use, update, and scale according to your needs.

The solution will be accessible through a web browser via your desktop.

One of the product requirements is that incoming and outgoing interfaces for all three of the systems will remain the same.

Yes, the historical data from USAS, TINS, and SPA will be available in the CPA Data Warehouse.
