Security Alert: Avoid Email Confirmation

Fiscal Management urges all agencies to review and further strengthen internal processes and procedures for requesting system or security changes. To avoid security threats, it is best to validate requests by a method other than email.

In the past, hackers harvested credentials such as user IDs, passwords, email addresses, etc., then used the credentials to access systems and gather data or other sensitive information.

Now, hackers target the credential with the most transparency — email addresses. They hijack an email account, change the password, then use the email address to request the agency to provide sensitive information or make detrimental changes to the user’s profile, such as changing direct deposit instructions.

This is what makes these hacks so dangerous. Everything about the email appears legitimate, because it is. Since the email account is compromised, the traditional strategy of training users to identify illegitimate email will not work. Only a second level of validation will ensure the instructions received were from the intended user.

What is ERP?

Enterprise Resource Planning (ERP) business process management software uses a system of integrated applications to manage an organization’s core processes such as accounting, payroll, human resources (HR), inventory and procurement.

Information is entered once and applies across other business processes, resulting in less effort and fewer errors.

History

The 80th Texas Legislature passed House Bill 3106 that charged the Comptroller’s office with establishing clear standards for implementing ERP in Texas. This effort was originally called ProjectONE.

The Comptroller’s office ProjectONE team developed an ERP financials and HR/payroll solution that delivers the functionality required by HB 3106 for Texas state government. That solution is the Centralized Accounting and Payroll/Personnel System (CAPPS).

CAPPS: A single set of books for Texas

With an ERP-based system, automated reporting is flexible and more accurate, allowing better access to data and a broader range of report detail for “big-picture” overviews.

The CAPPS platform is built from Oracle’s PeopleSoft suite and is upgraded and maintained with the latest images and patches as delivered by Oracle.

Since fiscal 2012, the Comptroller’s office has deployed CAPPS to 118 state agencies.

CAPPS aligns with the Comptroller’s Agency Strategic Plan, 2023–27 and supports the December 2008 A Plan for the Implementation of Enterprise Resource Planning (ERP) for the State of Texas as developed by the legislatively mandated ERP Advisory Council.

CAPPS provides a single source of state financial and human resources/payroll information that maximizes state agencies’ ability to:

  • Minimize conflicting data
  • Provide decision-makers with in-depth, accurate and timely information

How to Participate

Agencies interested in participating in the Enterprise Resource Planning (ERP) process and becoming a CAPPS agency can:

Agency ERP Project Review Process

Agencies must submit the Agency ERP Project Request form to ensure their projects are compatible with current ProjectONE efforts.

The review process applies to all agency projects meeting the criteria listed on the Agency ERP Project Request form, regardless of whether the agency considers the project to be ERP-related.
