TINS ACR 60094 Changes Mail Code Reactivation Process

Effective April 28, TINS will allow external agencies to reactivate an eligible mail code via online and batch. A mail code is eligible to be reactivated if it was inactivated during the scheduled TINS mail code inactivation ‘cleanup’ process.

Encrypt Confidential Emails to Fiscal Management

State agencies and institutions of higher education may need to send documents to Fiscal Management that contain confidential information such as Social Security numbers, dates of birth, direct deposit instructions, net pay and Texas identification numbers that include Social Security numbers.

Email is not considered a secured transmission, and confidential information should not be sent in the body of an email. Provide an encrypted attachment for any confidential information as prescribed by your agency’s Information Security Office. Passwords should be provided in a separate email or over the phone. Fax transmission is also acceptable.

Authorization Updates Due for Changes to Statewide Payroll/Personnel Systems

Letter of Authorization (LOA) Signature Lists currently on file for HRIS, SPRS, USPS and CAPPS expire on May 31.

By May 31, each agency and institution of higher education must submit the names of authorized employees and a new LOA Signature List form. Beginning June 1, only newly authorized state employees may request data changes.

CAPPS Non-Production & Production Maintenance 4/20 & 4/23

The CAPPS Non-Production environments have upcoming maintenance scheduled on Thursday, April 20, 2017.

Additionally, the CAPPS Production and Non-Production environments have upcoming maintenance scheduled on Sunday, April 23, 2017.

Non-Production Maintenance

The CAPPS Non-Production environments will undergo a Java upgrade on Thursday, April 20, from 6 p.m. to 10 p.m. The following environments will be unavailable during this time:

  • FINMNT1 – CAPPS Financials Maintenance
  • HCMMNT1 – CAPPS HR/Payroll Maintenance
  • PIHMNT1 – CAPPS Portal Maintenance
  • FINSBX1 – CAPPS Financials Sandbox
  • HCMSBX1 – CAPPS HR/Payroll Sandbox
  • PIHSBX1 – CAPPS Portal Sandbox
  • FINUAT1 – CAPPS Financials User Acceptance Test*
  • HCMUAT1 – CAPPS HR/Payroll User Acceptance Test*
  • PIHUAT1 – CAPPS Portal User Acceptance Test*

*Note: Although these environments are not currently available to agencies, they will be available soon for participation in Image testing.

Additionally, the Non-Production environments will be unavailable on Sunday, April 23, from 4 a.m. to noon due to monthly Linux patching.

Production Maintenance

The CAPPS Production environments will undergo a Java upgrade on Sunday, April 23, from 4 a.m. to noon. The following environments will be unavailable during this time:

  • FINPRD1 – CAPPS Financials Production
  • FINRPT1 – CAPPS Financials Reporting
  • HCMPRD1 – CAPPS HR/Payroll Production
  • HCMRPT1 – CAPPS HR/Payroll Reporting
  • PIHPRD1 – CAPPS Portal Production

Reminder — Agencies Must Request Unclaimed Funds by May 31

Unclaimed property turned over to the state includes property that may belong to state agencies or institutions of higher education.

If agencies and institutions do not claim property after an annual notification, the Comptroller’s office deposits the money into unappropriated General Revenue (GR). Currently held property will be swept into GR if not claimed by May 31.

Warrants Available for Pickup 8 to 10 a.m. on Friday, April 14

Although the Comptroller’s office will be closed for business on April 14 in observance of Good Friday, Payment Services will distribute warrants from 8 to 10 a.m. The warrants will be for the April 13 processing cycle.

SYSTEM OUTAGE: CAPPS Unavailable 5 p.m. April 7 – 8 a.m. April 10

The CAPPS HR/Payroll and Financials Production and Non-Production environments will be UNAVAILABLE from 5 p.m. Friday, April 7, until 8 a.m. Monday, April 10, for the PeopleTools upgrade.

Do not attempt to log in to the system or reset your password to CAPPS environments during this time.
