Orders Now Being Taken for Copies of the GAA

Agencies can purchase bound copies of the 2016–2017 General Appropriations Act (GAA). The cost is $15 per book, including postage. Distribution of the printed GAA should begin the week of April 25.

Orders must be made online and prepaid by interagency transaction voucher or check. No credit card or ACH payments can be accepted. A limited number of copies will be available.

Commuter Spending Account Deductions Now Available

The Employees Retirement System now allows employees to participate in pre-tax Commuter Spending Accounts (CSAs).

February 2016 is the first pay period for CSA deductions. CSA Transit Pass/Vanpool and CSA Qualified Parking deductions are now available in USPS, SPRS and CAPPS HR/Payroll (Central Agencies).

Texa$aver Plan Change Implemented in USPS

ERS now allows Texa$aver 401(k) and 457 plan participants to make payroll contributions either as a percentage or set dollar amount. February 2016 is the first pay period for the plan changes.

ACR 60015 – USPS System Change migrated Jan. 29 to allow either type of deduction. The changes will display on Report 978 (ERS Transmitted DCP Election Changes).

Legislation-related Substantive Changes Made to Comptroller Manual of Accounts

A number of substantive changes, effective Sept. 30 and Jan. 1, have been made recently to the Texas Comptroller Manual of Accounts (FPP Q.009) due to legislation passed by the 84th Legislature, Regular Session. The list includes entries that have been added, deleted or significantly modified.

The manual provides current information on state agencies, appropriated funds and accounts and object codes to be used in properly recording accounting transactions.

CAPPS Production Scheduled Maintenance for Jan. 31

The CAPPS Production environments will undergo scheduled maintenance beginning Sunday, Jan. 31, from 4 a.m. until 12 noon to conduct Linux Operating System patching.

The following environments will be unavailable:

  • FINPRD1 – CAPPS Financials Production
  • FINRPT1 – CAPPS Financials Reporting
  • HCMPRD1 – CAPPS HR/Payroll Production
  • HCMRPT1 – CAPPS HR/Payroll Reporting
  • PIHPRD1 – CAPPS Portal Production

Reminder – Agencies Must Request Unclaimed Funds by May 27

Unclaimed property turned over to the state includes property that may belong to state agencies or institutions of higher education. If agencies and institutions do not claim property after an annual notification, the Comptroller’s office deposits the money into unappropriated General Revenue (GR). Currently held property will be swept into GR if not claimed by May 27.

See the Unclaimed Property Annual Notification for more information, including contact information for the Comptroller’s Unclaimed Property Division (UP) and the list of agencies with unclaimed funds. UP will mail claim forms to the financial representatives of agencies on the list by Jan. 29.

CAPPS Weekend Maintenance Scheduled for Jan. 23–24

The CAPPS non-production environments will undergo extended maintenance to conduct windows patching on Saturday, Jan. 23, from 12 midnight to 3 a.m.

These environments will also undergo extended maintenance to conduct Linux Operating System patching on Sunday, Jan. 24, from 3 a.m. until 12 noon.

The following environments will be impacted:

  • PIHUAT1 – CAPPS User Acceptance Test Portal
  • FINUAT1 – CAPPS Financials User Acceptance Test
  • HCMUAT1 – CAPPS HR/Payroll User Acceptance Test
  • PIHMNT1 – CAPPS Maintenance Portal

Additionally, the CAPPS Financials Production environments will undergo scheduled maintenance beginning Sunday, Jan. 24, from 5 a.m. until 12 noon during the approved maintenance window to service passwords for administrative accounts.

ACA Reporting Deadlines Extended

The Internal Revenue Service (IRS) has extended the deadline for employers to provide Forms 1095-B to covered individuals and Forms 1095-C to employees. The IRS notice also extends the deadline to submit the information from Forms 1094-B and 1094-C to the IRS.

  • Forms 1095-B and 1095-C were originally required to be distributed to responsible individuals on or before Feb. 1, 2016. The new deadline is March 31, 2016.
  • Information from Forms 1094-B and 1094-C was originally required to be submitted to the IRS on or before March 31, 2016. The new deadline for electronic filers is June 30, 2016.

Although the IRS has allowed additional time to adapt and implement systems and procedures, employers and other coverage providers are encouraged to distribute the forms and submit the form information as soon as possible.

The most important thing to note is that your agency has additional time to distribute Forms 1095-C to employees.

CAPPS Prod. and Non-Prod. Maintenance Scheduled for Jan. 16–17

The CAPPS Production and Maintenance environments will undergo scheduled maintenance beginning Saturday, Jan. 16 from 11 p.m. until Sunday, Jan. 17 at 12 noon during the approved maintenance window to apply Oracle PSU patches.

The following environments will be unavailable during this time:

Payroll Stuffer Provides Information on Earned Income Tax Credit

A payroll stuffer on the Earned Income Tax Credit (EITC) is available for download now. If your agency uses the Employee Information System (EIS) for direct deposit, your employees can find a link to the stuffer on the EIS menu page. The stuffer is available in both English and Spanish.

EITC is a credit for qualified taxpayers — even if you don’t owe any taxes. Each year, EITC brings more than a billion federal income tax dollars back home and into Texans’ pockets.

CAPPS Non-Production Extended Maintenance to Occur Jan. 10–11

The CAPPS Non-Production environments will undergo extended maintenance from 5 a.m. on Sunday, Jan. 10, until 7 a.m. on Monday, Jan. 11, to implement an improved security feature to enforce TLS 1.2.
