CANCELLED: CAPPS HR/Payroll Non-Production Environments Maintenance on June 1 [posted 05/30/14]

Please be advised that the scheduled maintenance for CAPPS HR and ELM Sandbox, Maintenance and User Acceptance Testing environments for AIX patching on Sunday, June 1 from 5 a.m. to noon has been cancelled.

An alternative date for this maintenance will be sent out to users once identified.

USAS Confidential Indicator FPP Updated to Clarify How Payee/Vendor Numbers Are Reported [posted 05/30/14]

USAS Confidential Indicator (FPP E.045) has been updated to clarify that the Comptroller’s office considers vendor/payee numbers to be sensitive and does not include them in reports accessible to the general public.

State agencies and institutions of higher education should not mark transactions as “Confidential” or “Some Confidential” based solely on the vendor/payee number. Vendor/payee numbers are not included in Where the Money Goes or the Data Center on the Comptroller’s Texas Transparency website.

Note: The ability to accurately distinguish confidential and non-confidential payments is critical in making payment information promptly available to the public. Agencies and institutions must ensure the USAS confidential indicator is properly marked as stipulated in FPP E.045.

Third Quarter Payables and Binding Encumbrances Must Be Reported by June 30 [posted 05/30/14]

State agencies and institutions of higher education must report payables and binding encumbrances for third quarter fiscal 2014 appropriations no later than June 30 to the Texas Comptroller of Public Accounts.

USPS and SPRS User Group Meeting Set for June 17 [posted 05/23/14]

A USPS and SPRS User Group meeting is scheduled for June 17 at 1:30 p.m. in Room 1-100 at the William B. Travis Building in Austin. Topics include:

Note: Continuing professional education credit will be awarded only to those who attend the meeting in person, so registration is encouraged.

GASB 14/39 Component Unit Questionnaire Due Aug. 15 [posted 05/23/14]

Any new potential component units or changes to existing component units require submitting a questionnaire on the Governmental Accounting Standards Board (GASB) Statement No. 14, The Financial Reporting Entity, as amended by GASB 39, Determining Whether Certain Organizations Are Component Units. The GASB 14/39 Questionnaire is due Aug. 15.

GASB 49 Questionnaire Due Sept. 1 [posted 05/23/14]

An annual certification on pollution remediation activity is required under GASB 49, Accounting and Financial Reporting for Pollution Remediation Obligations. To comply with this requirement, all state agencies and institutions of higher education must complete the GASB 49 Questionnaire by Sept. 1. Submission of the questionnaire is an acknowledgment that you have reviewed your agency’s operations for potential Pollution Remediation Obligations.

Fiscal 2015 Payroll Due Dates and Direct Deposit Schedule Posted [posted 05/23/14]

For state agencies and institutions of higher education, the payroll due date for monthly and twice-monthly payrolls is no later than the seventh workday before payday.

Submitting your payrolls to the Comptroller’s office on or before the due dates assures adequate processing time for direct deposits and warrant distribution.
