Salary Tables, Job Class Code, Exempt Job Class Table Listing and Functional Job Class Code Rollovers

Overview

It is recommended that prior to the table rollovers, the Salary Table Listing (534) Report, the Job Class Table Listing (533) Report, the Exempt Job Class Table Listing (604) Report and the Functional Job Class Listing (525) Report be run for fiscal 2018. Omit this step if pre-roll reports have already been requested in the one-step process.

Agencies are required to maintain Pay Table 03 and, if necessary, Pay Table 02. These are the pay tables for exempt and unclassified job classification codes.

Pay Table 03 is used for exempt positions. Pay Table 02 is used for unclassified positions, including Article III higher education agencies, Article X legislative agencies, PD25 proctors, JD25 judges, CP25 compensatory board member and BD25 per diem board members.

The Job Class Table, Functional Job Class Table and Pay Tables 02 and 03 may require changes for your agency. The possible changes are listed below:

  • Establish a new exempt and/or unclassified pay group/step with an effective date of 09/01/2019.

    Note: To establish an exempt and/or unclassified job class on the Job Class Table (H7OU1) with a Job Class Type of C (Compensatory Per Diem) and/or P (Per Diem Board Member), a Letter of Authorization is required. In addition, only certain agencies are authorized to update H7OU1.

  • Change the maximum annual salary for an exempt and/or unclassified pay group/step by creating a new record with an effective date of 09/01/2019.
  • Inactivate an exempt and/or unclassified, pay group/step using an inactive date of 08/31/2019.
  • Establish a new job classification code with an effective date of 09/01/2019.
  • Establish new functional job classification codes with an effective date of 09/01/2019.
  • Inactivate functional job classification codes not needed using an inactive date of 08/31/2019.
  • Change Functional Job Class Table information (functional job classification title, etc.).
  • Change an exempt/unclassified job classification title by creating a new record with an effective date of 09/01/2019.
  • Inactivate an existing job classification code not needed for fiscal 2019 by changing the inactive date to 08/31/2019.

After completing entries for the exempt and/or unclassified pay tables (H7S), job class table (H7O) and functional job class table (HML), set up the parameters for these table rollovers.

The pay table rollover does the following:

  • Rolls active salary groups/steps by creating a new record with an effective date of 09/01/2019.
  • Inactivates fiscal 2019 groups/steps using an inactive date of 08/31/2019.
  • Generates the Pay Table Rollover Exception (578) Report.
  • Generates the Salary Table Listing (534) Report, which lists all salary records that rolled.

The job class/functional job class rollover does the following:

  • Rolls active job/functional job classification codes by creating a new record with an effective date of 09/01/2019.
  • Inactivates fiscal 2019 active job/functional job classification codes by using an inactive date of 08/31/2019.
  • Inactivates exempt and unclassified job classification codes not used in the past fiscal year using an inactive date of 08/31/2019. A new H7O record will not be created for the new fiscal year for these job classes. Also inactivates and will not roll any functional job classification codes (HML) associated with the inactivated exempt/unclassified job classification codes.
  • Generates the Job Class Table and Functional Job Class Table Rollover Exception (577) Report, which lists the active job/functional job classifications that roll and any rejections that occur during the roll.
  • Rolls the Exempt Job Class Authorization (HNTEX) screen information for all active Exempt Job Classes by creating a new record with an effective date of 09/01/2019 and generates the Exempt Job Class Table Listing (604) Report.

    Note: An individual who holds a position listed in an agency's Schedule of Exempt Positions may not automatically receive a salary increase during the rollover process. The agency would still need to follow internal procedures to increase any employees listed in the Schedule of Exempt Positions up to, but not to exceed, the rate indicated on HNTEX and H7SLS.

  • Generates the Job Class Table Listing (533) Report, which lists all job class records that rolled.
  • Generates the Functional Job Class Listing (525) Report, which lists all functional job class records that rolled.

Verify the results of all rollovers by checking Report 534, Report 533, Report 604, Report 525, Report 577 and Report 578. If any active job classes, functional job classes or salaries were rejected, contact your USPS representative for help.
