Legislative Job Class Code Changes

Overview

Each biennium after the legislative session, the State Auditor’s Office (SAO) updates the Conversion Manual listing the classified job class codes that are no longer valid. The FY 2020–2021 Conversion Manual is available on the SAO website.

All job classes that are no longer valid or that have undergone title or pay group changes will need to be reallocated/reclassified to a new salary group and/or could have a change to their job class title in the new fiscal year.

For employees and positions in deleted job classes, agencies must assign new job classes on the HNNU1 screen. For employees and positions in retitled or reallocated job classes, agencies may need to assign new job classes on the HNNU1 screen. Entries made on the HNNU1 screen will take effect during the position and assignment rollovers.

Only the deleted job classifications listed in the FY 2020–21 Conversion Manual with a TYPE OF ACTION equal to manual will be loaded to the HNNU1. In addition, only job classifications listed in the manual that have been reallocated to a group with a higher minimum salary will be loaded to the HNNU1 screen. All others will automatically be reallocated and will have reason code 002 recorded to designate employees whose job classifications have been reallocated to a lower minimum salary group.

Reallocated job class codes

Agencies have two options for handling employees who are in reallocated job class codes listed on the HNNU1 screen in USPS. Agencies may:

  • Increase an employee’s salary up to 6.8 percent using legislative reallocation Reason Code 003.
  • Do nothing; employee will automatically roll into the new fiscal year.

An employee’s salary group will update automatically to reflect the new salary group assigned to the employee’s job class code.

Verifying HNNU1 changes

With the initial load of the HNNU1, the Job Classifications Affected by FXX Legislative Changes (958) report will automatically generate for agencies to download. The report can be used to review job classifications and determine any actions needed. For agencies with employees loaded to HNNU1, the report can be run on the Personal Management Report Request (HNKPM) with a value of Y to review updates to HNNU1. In addition, the report can be run to only list employees assigned to job classifications that are being automatically reallocated to a lower minimum salary group by requesting with a value of R.

HNN Counts (HNNLS) Screen

This screen displays summarized information from the entries on the Job Class Table Change (HNNU1) screen. The number of blank (unmodified) records and the number of filled (modified) records from the HNNU1 screen will be displayed. As entries are revised on HNNU1, the summarized information on HNNLS will change.

  1. Access the HNNLS screen
    Note: This screen may be accessed by the agency number alone (as the key) or by the agency number and the specific job class (as the key). In addition, the command line will be blanked out when the screen is processed (by hitting enter), and an ‘*’ asterisk will display at the bottom of the screen (ignore the asterisk).
