Notes to SEFA

Each agency is required to complete all applicable notes to the SEFA. These notes are not part of the notes to the consolidated financial statements. However, the notes to the SEFA are included in the State of Texas Financial Portion of the Statewide Single Audit Report. The statewide independent auditor and the State Auditor’s Office (SAO) submit the Statewide Single Audit Report annually to the Federal Audit Clearinghouse (FAC).

Use the left navigation menu to review information about each required note to the SEFA. Agencies must enter responses in the SEFA web application for each applicable note – otherwise, the final certification will not be complete. Make sure to review all SEFA notes listed in the Notes menu.

List of SEFA Notes that must have a response for your agency to complete final certification:

  • Notes 8, 9 and 11 – Check the box if these notes do not apply to your agency.
  • Note 10 – Select Yes or No to the question “Does your agency elect to use the 10 percent de minimis indirect cost rate?
  • SEFA Verification C – Check the box if your agency does not have any NSE activity.
  • SEFA Verification D – If applicable, check the box indicating that your agency has verified large negative balances.
