ACR 42272 – TINS System Change

Introduction
Application Change Request (ACR) 42272 modified the Texas Identification Number System (TINS) to allow agencies to secure mail codes with Security Level 1 and change the Security Level if they are the securing agency online or via batch effective Oct. 10, 2014.
Issue
TINS has three Mail Code Security Levels:
| Security Level | Description |
|---|---|
| 0 | Mail code information may be viewed and changed by any agency. |
| 1 | Mail code information may be viewed by any agency but can only be changed by the securing source agency. |
| 2 | Mail code information is deemed confidential and can only be viewed and changed by the securing source agency. |
Security Level 0 is the default, which allows another agency to make changes to the payee’s information. Agencies were required to submit a Payee Change Request form (74-157) to the Comptroller’s office to secure a mail code with Level 1.
Solution
This ACR allows agencies to set up a new mail code with Security Level 1 through:
- Online entry on the Payee Mail Code Setup (PMCTUP) screen
- Batch transactions using T-code 650
Agencies may now also change an existing mail code:
- To secure the mail code with Security Level 1 from Level 0
- From 2 to 1 or 0 (if they are the securing agency)
- From 1 to 0 (if they are the securing agency)
These mail code changes can be made through:
- Online entry on the Payee Mail Code Change (PCHGMC) screen
- Batch transactions using T-code 655
Agencies must continue to submit a Payee Change Request to request Security Level 2.
