ACR 25333 – TINS System Change

Introduction

This ACR modified the Texas Identification Number System (TINS) effective Nov. 12, 2010.

Issue

• A reduction was needed to the 14 calendar day prenote period for alerting a financial institution that a live dollar transaction would be forthcoming and verification of account information was required.
• Direct deposit instructions added or changed via TINS online on the weekend or bank holidays were not included in the prenote process since there is no system processing cycle on weekends and bank holidays. The direct deposit instructions remained in prenote unless manually bypassed by Comptroller’s office staff or the direct deposit custodial agency deleted and reestablished the direct deposit instructions on a regular business day.
• If a bypass has been processed, direct deposit setups and changes should not be included on the prenote file to the bank.

Solution

• The prenote period was reduced from 14 days to six banking days. Reducing the prenote period allows direct deposit instructions to become effective faster, thus increasing the number of payments issued by direct deposit.
• The prenote process was modified to capture the online direct deposit maintenance transactions processed on a weekend or bank holiday. These transactions are now included in the prenote file sent to the bank on the next processing day.
• The system was modified to exclude bypassed records from the prenote file.
