Payee Warrants on Hold and Released (PYWTHB)

The PYWTHB screen displays a summary of a payee’s warrants on hold and held warrants that have been released or offset, combining a payee’s warrants that display on the Payee Warrants on Hold (PYWTHD) and Payee Held Warrants Released (PYWTHR) screens. The screen displays held and released warrants for the current and three prior fiscal years.

The warrants on hold are sorted to the top and are displayed by payment issue date, with the most recent date first. Below warrants on hold, the held warrants released are displayed with a release date and sorted by payment issue date, with the most recent date first.

Each issuing agency can view only the warrants on hold and held warrants released that are issued by that agency. If the payment is confidential, only that agency’s users with the appropriate security can view the warrant amount.

PYWTHB automatically calculates the check digit for a TIN.

Access

Access PYWTHB through the TINS Inquiry Menu (INQMEN) screen or Line 1 Entry.

Steps:

1. Follow the instructions for the INQMEN Menu
   
   –OR–
   
   Enter PYWTHB.(10- or 11-digit TIN) in Line 1 and press Enter.

   If the TIN is…	Then enter…	Notes
   EIN-based	1 + nine-digit EIN or 1 + nine-digit EIN + check digit	TINS calculates the check digit when a 10-digit TIN is entered.
   Comptroller-assigned	10- or 11-digit TIN that begins with 3	TINS calculates the check digit when a 10-digit TIN is entered.
   A 7 TIN for payees who provide an SSN or ITIN	10- or 11-digit TIN that begins with 7 OR 2 + nine-digit SSN or ITIN, or 2 + nine-digit SSN or ITIN + check digit	TINS calculates the check digit when a 10-digit TIN is entered. Note: When entering a 2-based TIN that is on file, the inquiry results display the assigned 11-digit 7 TIN.

2. Use the Direction Message Keys to navigate through the screen information.

   Note: If the payee does not have warrants on hold or released held warrants, TINS displays the message No Warrant Hold Info Exists for TIN.

Screen Field Descriptions

PAYEE NUMBER
Displays the 11-digit TIN

TAXPAYER NUMBER
Displays the Comptroller’s 11-digit taxpayer number assigned for reporting of state taxes. This field is blank if the payee has not been assigned a taxpayer number.

The use of the Taxpayer Number is restricted to the Comptroller’s office. See ‘System-generated Random Number’ under Comptroller-assigned Payee Numbers.

DIST. TYPE
Displays the type of payment distribution.

HOLD STATUS
Displays the message On Hold if the TIN is on hold. This field is blank if the TIN is not on hold.

WARRANT NUMBER
Displays the Comptroller-assigned nine-digit warrant number.

WARRANT AMOUNT
Displays the amount of the warrant.

Note: If the payment is confidential, the warrant amount only displays for authorized users within each agency.

ISSUE DATE
Displays the warrant issue date (MM/DD/YY).

ISSUE AGY
Displays the three-digit number identifying the agency that issued the warrant.

DOCUMENT NUMBER
Displays the document number assigned by the issuing agency. This field is blank if the warrant was issued from multiple documents.

APPR FUND
Displays the appropriated fund number from which the warrant was issued. This field is blank if the warrant was issued from multiple funds.

HLD AGY
Displays a three-digit number that identifies the hold agency the payee is indebted to at the time the warrant is issued. If the payee is on hold by multiple Hold source agencies at the time the held warrant is issued, PYWTHB displays the lowest hold source agency number.

HOLD/ REL RSN
Displays:

• The three-digit hold reason code at the time the held warrant is issued. If the payee is on hold by multiple Hold Source agencies at the time the held warrant was issued, PYWTHB displays the lowest hold reason code associated with the lowest hold source agency
• The Warrant Hold Release Reason Code at the time the held warrant was released or offset.

RELEASE DATE
Displays the date the held warrant release or offset was processed. The field is blank if the warrant is still on hold.
