Becoming a Hold Source Agency
Agency Hold Reason Inquiry (RSNINQ)

The Agency Hold Reason Inquiry (RSNINQ) screen displays information on agencies that are required by state law and/or administrative rule to report their debtors to TINS, as well as information on the type of state debts each agency reports. The reporting agency is referred to as the Hold Source agency. Each type of debt reported by an agency is assigned a three-digit Hold Reason code that may be unique to that agency. RSNINQ also displays contact information for the agency that administers each Hold Reason.

In some cases, more than one agency may report the same type of state debt to TINS. In this case, the same three-digit Hold Reason would be assigned to each agency. This type of Hold Reason is referred to as a Universal Hold Reason. Examples may include:

  • Overpayments to a vendor
  • Overpayments of salary to a state employee
  • Overpayments of a travel advance to a state employee

Access

The RSNINQ screen may be accessed either through INQMEN or Line 1 from any TINS screen.

Steps:

  1. Follow the instructions for the INQMEN Menu

    Note: INQMEN allows you to ENTER OPTION SRC: Enter a three-digit Hold Source agency number and/or ENTER OPTION RSN: Enter a three-digit Hold Reason. At least one of the fields must be entered.

    –OR–

    Enter one of these options in line 1:

    • RSNINQ.(three-digit Hold Source agency number).(three-digit Hold Reason code)
    • RSNINQ.(three-digit Hold Source agency number)
    • RSNINQ.(space).(three-digit Hold Reason code)

    Note: The RSNINQ screen does not require a TIN.

  2. Press Enter to display RSNINQ as follows:
    If… And… Then…
    Only the Hold Source is entered, The agency number is not a valid Hold Source agency, RSNINQ displays the message No Record for Agency and Reason Code.
    Only the Hold Source is entered, The agency number is a valid Hold Source agency, RSNINQ displays that agency’s lowest numbered (or only) Hold Reason information.
    Only the Hold Reason is entered, The Hold Reason is not a valid number, RSNINQ displays with the message No Record for Agency and Reason Code.
    Only the Hold Reason is entered, The Hold Reason is a valid number assigned to one hold agency, RSNINQ displays the agency’s information associated with that Hold Reason.
    Only the Hold Reason is entered, The Hold Reason is a valid Universal Hold Reason assigned to multiple hold agencies,

    RSNINQ displays the information for the lowest agency number assigned to that Hold Reason.

    Note: Use the direction message keys to scroll through the list of agencies.
    Both Hold Source and Hold Reason are entered, The Hold Source and Hold Reason combination is not valid, RSNINQ displays the message No Record for Agency and Reason Code.
    Both Hold Source and Hold Reason are entered, The Hold Source and Hold Reason combination is valid, RSNINQ displays the hold record information.
  3. Use the direction message keys to navigate through the screen information.

Screen Field Descriptions

ACTION
Displays the value R (Recall).

SOURCE
Displays the three-digit Hold Source agency number.

AGENCY
Displays the name of the Hold Source agency.

REASON
Displays the three-digit Hold Reason code.

DESCRIPTION
Displays the description of the Hold Reason.

CITE
Displays the statutory citation that authorizes the Hold Source agency to collect specific fees, taxes, etc. The field may not apply for certain circumstances as determined by legal staff and will be blank.

DIVISION
Displays a specific division within the Hold Source agency that administers the hold.

PO BOX
Displays the post office box number as the mailing address for the agency’s Hold Reason.

ADDRESS
Displays the street address as the mailing address for the agency’s Hold Reason.

CITY
Displays the city for the mailing address for the agency’s Hold Reason.

STATE
Displays TX for the mailing address for the agency’s Hold Reason.

ZIP CODE
Displays the ZIP code for the mailing address for the agency’s Hold Reason.

CONTACT INFORMATION
Displays as a header for an agency’s contact information specific to the Hold Reason.

NAME
Displays the name of the agency contact person.

DIRECT DIAL PHONE #
Displays the phone number of the agency contact person.

TOLL FREE PHONE #
Displays the toll-free phone number of the agency contact person.

TDD* DIRECT PHONE#
Displays the Telephone Device for the Deaf (TDD) phone number of the agency contact person.

TDD TOLL FREE PHONE#
Displays the TDD toll-free phone number of the agency contact person.

INTERNET ADDRESS
Displays the email address of the agency contact person.

COMMENTS
Displays comments from the Comptroller’s office pertinent to the reason for the RSNINQ record or to other fields on RSNINQ.

Displays page direction and program function keys.

PF8=NEXT/REASON FOR AGY Allows the user to scroll FORWARD through the Hold Reason codes for a specific Hold Source agency if the agency maintains multiple Hold Reason codes
PF7=PREV/REASON FOR AGY Allows the user to scroll BACKWARD through the Hold Reason codes for a specific Hold Source agency if the agency maintains multiple Hold Reason codes
PF10=NEXT/AGY FOR REASON Allows the user to scroll FORWARD through a Universal Hold Reason code to view other Hold Source agencies associated with the Hold Reason
PF9=PREV/AGY FOR REASON Allows the user to scroll BACKWARD through a “Universal” Hold Reason code to view other Hold Source agencies associated with the Hold Reason

RSNINQ Tips

  • You can review information for any Hold Source agency.
  • To view information for all hold reason codes for a specific Hold Source agency, enter only the Hold Source agency number (RSNINQ.123).
  • To view only the information for a specific hold reason code, enter the three-digit hold reason code as well as the agency number.
  • Before requesting a new hold reason, review other Hold Source agency hold reason codes to see if an established hold reason legally applies to your agency.
  • Since RSNINQ information can be viewed by any agency and is included in the Notice of State Payment(s) Held, notify the Comptroller’s office of updates to your contact information or hold description.
  • Paying agencies can use RSNINQ to provide their payees with contact information for the Hold Source agency whenever a payment is held.
